This is an advance notice announcing the intent of the Seattle District US Army Corps of Engineers to award a firm fixed price non-personal services contract for traditional cultural property (TCP), ethnographic studies, and related services. The requisite contract will be a firm fixed price, sole-source contract to the Confederated Tribes of the Chehalis Reservation (CTCR), Chehalis Business Council, P.O. Box 536, Oakville, Washington 98568-0536.

The Contractor will furnish professional expertise to compile TCP, ethnographic, ethnohistoric, oral history, place name, and land use information pertaining to both the Chehalis and the Cowlitz Tribes within the Study Area. The Study Area is the Chehalis River valley in the vicinity of the cities of Chehalis and Centralia and the valley of the Skookumchuck River from its confluence upstream to and including Skookumchuck Dam and reservoir. The studies are essential to establishing the traditional cultural context of archaeological sites and to aid in identification of TCPs in the Study Area. This contract will directly support the Projects obligation to comply with Section 106 of the National Historic Preservation Act of 1966, as amended (NHPA) by providing a framework for evaluation and technical review of cultural resources found in the project area and determining if they are eligible for nomination to the National Register of Historic Places (NRHP.) The TCP inventory portion of the contract would include recording all TCPs identified on Washington Department of Archaeology and Historic Preservation (DAHP) electronic site inventory forms, and evaluating all recorded TCPS to determine if they are potentially eligibility for nomination to the NRHP.

In accordance with 10 U.S.C. 2304-(c) (l) or 41 U.S.C 253(c) (l), as implemented under FAR 6.302-1(a) (2) (iii) (A) (B) and (C). The application of this authority is in accordance with FAR 6.302-1(b) (2) due to unique processes and limited rights in data that make the services available from only one source. Federal laws and territorial rights prohibit award to any source other than the CTCR.
